- TIPH was established by request of the Palestinian Liberation Organization and the Israeli government and assists in monitoring and reporting the efforts to maintain normal life in the city of Hebron, thus providing a feeling of security for the Palestinian population. TIPH is also tasked with promoting stability and an environment conducive to the enhancement of economic development and prosperity for the Palestinians and is engaged in small scale community projects to this end. TIPH maintains close contacts with both Israeli and Palestinian authorities.
- The six countries remain committed to the important role of the TIPH and welcome the recent decision of the Israeli government to establish a high-level committee to look into the law enforcement situation in the West Bank.
- Since its inception TIPH has issued 13 000 individual reports detailing observed incidents.
